About the role

As a Product Manager – Compliance by Design at Qover, you will be at the heart of this exciting evolution. Compliance is not a bottleneck at Qover—it is a core product differentiator. You will lead the charge for our automated compliance engine, working within a dedicated, cross-functional team to embed seamless compliance checks (such as real-time sanctions screening), DISI, KYC/KYB, and automotive Proof of Insurance - (POI) directly into our digital flows.

You will animate an empowered product duo or trio (Product Manager, Designer, Engineer) dedicated to making regulatory compliance effortless, invisible, and bulletproof across Qover's embedded product portfolio. Your primary responsibility will be to deeply understand legal requirements, user friction points, and partner needs, continuously delivering valuable, usable, feasible, and compliant solutions that scale globally and contribute directly to Qover's strategic objectives.

Key Responsibilities

As the Product Manager for Compliance by Design, your "customers" are internal (our delivery squads, legal, and risk teams) and external (Tier 1 automotive and Fintech partners who require instant, compliant execution across multiple jurisdictions). You don't just manage check-lists; you manage Compliance as a Product. Your mission is to turn complex regulatory frameworks into automated, high-performance API services and frictionless user journeys.

Specific focus for this role:

  • Compliance Automation & Friction Reduction: Lead the charge in embedding compliance checks (sanctions screening, KYC, DISI, automotive POI) natively into sales and claims flows, minimizing drop-off while maintaining 100% regulatory integrity.
  • Strategic Enablement: Bridge the gap between evolving European insurance regulations (IDD, GDPR, local market rules) and scalable software engineering, ensuring our compliance engines act as commercial accelerators for partner onboarding.
  • Enterprise-Grade Assurance: As we scale with global automotive and enterprise partners, ensure our automated compliance infrastructure meets the highest standards of auditability, real-time monitoring, and cross-border adaptability.

Your role will be articulated across six core pillars:

1. Product Strategy

  • Own your problem space: Understand and articulate the product strategy for Qover’s Compliance by Design engine, ensuring all automated screening, KYC, DISI, and POI modules align with Qover's overarching product vision and partner commitments.
  • Outcome-driven thinking: Translate regulatory requirements and business goals into clear, measurable product outcomes (e.g., automated pass-rates, reduced verification latency, zero-friction onboarding), guiding discovery and delivery toward tangible impact.
  • Market & Regulatory Alignment: Continuously monitor evolving insurtech regulations, partner compliance demands (especially across the automotive and mobility sectors), and market standards to ensure Qover remains a best-in-class compliant embedded provider.

2. Product Discovery

  • Deep Customer & Partner Empathy: Conduct weekly interviews with internal risk officers, legal experts, partner integration teams, and end-users to understand friction points caused by compliance verification.
  • Opportunity Identification: Actively maintain a prioritization framework (e.g., OST, JTBD, or RICE) mapping desired regulatory outcomes to validate opportunities.
  • Rapid Assumption Testing: Work hand-in-hand with your designer and engineer to execute rapid, iterative assumption tests, vibe code prototype & to de-risk solutions before full build.
  • Problem-solving focus: Champion a problem-first approach, ensuring compliance gates are designed to protect the business without sacrificing conversion or user experience.
  • Regulatory Discovery: Treat compliance regulations and risk frameworks as requirements inputs. Conduct deep discovery on how automated verification engines (Sanctions, PEPs, DISI, POI) can eliminate manual ops intervention.

3. Product Delivery

  • Iterative Development: Collaborate seamlessly with engineering to break down complex regulatory rules (e.g., cross-border DISI distribution rules, real-time sanction list matching) into modular, releasable software components.
  • Quality & Scalability: Partner with engineering to ensure compliance services are high-performing, robust, audit-ready, and scalable for massive transactional volumes.
  • Outcome Measurement: Define, track, and analyze compliance KPIs (e.g., auto-approval rates, false-positive ratios in sanction screening, document verification processing speeds).

4. Collaboration

  • Product Trio Leader: You are the central figure in your empowered product trio, fostering shared understanding and collective ownership with your dedicated Product Designer and Lead Engineer.
  • Cross-functional Partner: Build strong, collaborative relationships with Legal, Risk & Compliance, Revenue, Care, and Automotive Partner Delivery teams to align on regulatory interpretations and implementation trade-offs.
  • Shared Context: Proactively provide clarity to your team on why specific compliance checks (e.g., automotive Proof of Insurance or DISI requirements) are required and how technical solutions satisfy legal mandates elegantly.

5. Evangelization

  • Storyteller: Articulate compelling narratives about how "Compliance by Design" unlocks competitive advantages, protects Qover, and wins enterprise partner trust.
  • Insight Sharer: Regularly share compliance discovery insights, verification drop-off metrics, and user feedback across the organization.
  • Weekly Updates: Provide weekly updates to Qover on key achievements, compliance engine performance, and learnings as a squad.
  • Product Advocate: Champion the product-led approach to compliance, demonstrating that regulatory checks can be automated, user-centric, and scalable products rather than manual administrative tasks.

6. AI in Product Management – "Leveraging New Capabilities to Overperform"

At Qover, Artificial Intelligence is a strategic enabler for automating complex verification flows and optimizing risk engines. As a Product Manager for Compliance by Design, you will leverage AI across three dimensions:

  • AI Literacy & Strategic Vision: Identify strategic opportunities where AI/ML/LLM capabilities can optimize compliance—such as intelligent document parsing for POI/KYC, automated fraud anomaly detection, and natural language processing for regulatory monitoring.
  • AI as a Productivity Tool: Leverage AI-powered tools and platforms to enhance your own product management workflow. This includes using AI for accelerated market research, synthesizing customer interview data, generating hypotheses, drafting communications, or analyzing product performance data more efficiently.
  • AI in Core Product: Partner with engineering and design to integrate AI capabilities directly into Qover's core insurance products. You will define the scope, user experience, and success metrics for AI-driven features, addressing unique challenges related to data quality, model performance, explainability, and scalability to deliver impactful outcomes. You will also explain the value and impact of AI integrations to both internal and external audiences.

What We're Looking For:

  • 5+ years of experience as either , ideally within Fintech, Insurtech, Regtech, or a high-growth SaaS scale-up.
  • Demonstrated ability to take a product from conception through launch and iteration, with a clear focus on customer and business outcomes.
  • Comfort with API integrations, data flows, system architecture concepts, and analyzing workflow metrics via modern analytics/SQL engines.
  • Demonstrated experience applying modern product discovery techniques (customer interviews, assumption mapping, prototyping, flow testing).
  • Excellent communication and stakeholder management skills—ability to translate dense legal/regulatory mandates into clear product specs for engineers.
  • Master's degree in a relevant field (e.g., Business, Law & Technology, Computer Science, Engineering).
  • A passion for solving complex problems and a relentless curiosity about customer needs..

Bonus Points If You Have:

  • Experience in the insurance or financial services industry.
  • Proven track record of managing products involving regulatory workflows, automated verification engines, or core backend services (e.g., KYC/KYB, Sanctions/PEP screening, identity verification, automotive POI integrations).
  • Familiarity with the principles of Marty Cagan's "Inspired" or Teresa Torres's "Continuous Discovery Habits."
  • Experience in a company undergoing a significant strategic shift or pivot
