Job Description
The VERA team at Visa is seeking a Technical Program Manager focused on engineering operations to bring rigor, visibility, and data-driven discipline to how our engineering organization plans, delivers, and measures its work. If your instinct when something feels off is to pull the data and prove it, this role is for you.
Key Responsibilities
This role is not about facilitating Agile ceremonies, coaching teams on Scrum, or managing vendor contracts and budgets. We're looking for someone who is hands-on with data, builds their own dashboards, and drives engineering discipline through analysis and rigor.
Visa requires at least 3 days in office, expectations of these days will be confirmed by your Hiring Manager.

The estimated salary range for this position is $152,200 to $243,700 USD per year, which may include potential sales incentive payments (if applicable). Salary may vary depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position may be eligible for bonus and equity.Visa has a comprehensive benefits package for which this position may be eligible that includes Medical, Dental, Vision, 401(k), FSA/HSA, Life Insurance, Paid Time Off, and Wellness Program.

This position will be performed in an office setting. The position will require the incumbent to sit and stand at a desk, communicate in person and by telephone, frequently operate standard office equipment, such as telephones and computers.

Key Responsibilities
- Planning and capacity analysis: Own engineering planning — capacity analysis, sprint and release scoping, and delivery forecasting. Analyze velocity, throughput, and allocation to ensure commitments are realistic. Flag misalignment early and drive corrective action.
- Engineering analytics and observable status: Build and maintain live dashboards and saved queries that make engineering status directly observable — velocity, release health, defect trends, capacity, and risk. Drive the organization toward reviewing live data rather than assembling status decks. When executive-ready narratives are needed, you author them — grounded in the same data everyone can see. You build these yourself.
- Operating discipline: Define and drive the operating norms that make the engineering organization consistent and predictable — release readiness criteria, capacity-based scoping, triage cadences, prioritization frameworks, definition of done, escalation paths. Your job is to design these systems, ensure they're adopted, and hold teams accountable — not to personally run every instance. Just enough structure to create discipline without bureaucracy.
- Tooling and automation: Identify opportunities to automate engineering workflows — metrics collection, release checklists, triage workflows, reporting pipelines. Partner with engineering to implement improvements.

Qualifications
Required:
- Data and analytics fluency. You build complex Jira queries and design dashboards in Power BI, Tableau, or similar tools. You pull, analyze, and visualize data to drive decisions. You don't wait for someone to hand you a report.
- Engineering operations experience. You have owned or significantly shaped release management, capacity planning, bug triage, or engineering metrics for a software development organization. You understand what makes engineering teams predictable — and what breaks that predictability.
- Technical grounding. You understand software development lifecycles, CI/CD, branching and release strategies, and quality engineering well enough to have substantive conversations with engineers and make informed tradeoff decisions.
- Communication. You create clear, concise, data-driven communications — decks, metrics packages, executive summaries — that tell the real story without spin. Preferred:
- Experience in payments, financial services, or other regulated, high-availability environments.
- Proficiency with engineering analytics and workflow tools (Jira, GitHub Issues, Azure DevOps, Power BI, Tableau, Grafana, or similar).
- Familiarity with CI/CD pipelines, release automation, and deployment tooling.
